If there is terror, it has to be a Muslim. If he is a Muslim, he has to be from the IM. If it is the IM, it must have acted at the instance of Pakistan’s Inter-Services Intelligence (ISI)...

It is less than 48 hours since the two blasts in the Dilsukhnagar area of Hyderabad on the evening of February 21, 2013, resulted in the death of 16 innocent civilians.

The police and the intelligence agencies are still in the preliminary stages of the investigation. They have not yet done a reconstruction of the act of terrorism. The collection and examination of the forensic evidence have not yet been completed .No arrests and interrogation have been made yet.

Instead of waiting till the investigation makes substantial progress, the police and the agencies, with the help of sensation-hungry media, have already started pointing the finger at the Muslim community, the Indian Mujahideen and Pakistan.

If there is terror, it has to be a Muslim. If he is a Muslim, he has to be from the IM. If it is the IM, it must have acted at the instance of Pakistan’s Inter-Services Intelligence (ISI). That seems to be the thinking reflex of the police and the agencies.

In October last, according to the Delhi Police, a Muslim suspect belonging to the IM told them during his interrogation that the IM had recced the Dilsukhnagar area as a possible target. From this, one could have reasonable suspicion that the IM might have carried out the attack. To strengthen the suspicion, one must have additional evidence which has not been forthcoming till now. Despite this, the police and the agencies in their mind have already turned the suspicion into certainty. Almost the entire investigation is now focused on the IM, overlooking other possibilities.

One cannot think of a more unprofessional way of dealing with terrorism. Very often, our initial hasty conclusions remain unproved or uncorroborated. That is why the investigation of so many of our terrorism cases has reached a dead end. Many of the cases remain undetected or unprosecuted or unsuccessful even if prosecuted.

After every few months, we are taken by surprise by a new act of terrorism because we didn’t investigate professionally the previous acts of terrorism. Our track record has been one of hurtling from one hasty conclusion to another.

Instead of learning lessons from the past, we continue repeating the same mistakes. Imprecise intelligence, alerts not followed up by ground action to strengthen physical security, lack of beat patrolling by the police despite our talking about it for years, absence of professional reconstruction of an act of terrorism to determine how the terrorists managed to succeed, cover-up of the sins of commission and omission of our police and agencies--that has been our track record. Unless we get out of this unprofessional rut, terrorists will continue to strike with impunity and innocent civilians will continue to die.

One of the national newspaper carried a story saying that the actual target was the Sai temple. But when terrorists reached there with bombs they saw the city police commissioner visiting the temple. They placed the bomb in the
market and the Temple was saved from terrorists.

It is like this: I go to market to buy some vegetables and saw my usual shop crowded. So I went to another shop and bought my vegetable!......great form of journalism.

Twenty-two questions to the Police Commissioner of Hyderabad

Dear Mr Police Commissioner:

I am told by “the Press” that Indian Mujahideen and Lashkar e Tayyaba / Toiba with several score "sleeper cells" are responsible for bomb blasts at Hyderabad recently. The same press also reports that the Commissioner of Police says it is not yet known who is responsible. The media however, quoting allegedly unidentified yet allegedly reliable police sources, seems to know a great deal more than even the police.

For, scanning news reports I see that over a week, EVERY name of an alleged suspect is a Muslim name. Even names of alleged organisations allegedly linked with the blasts, are Muslim names. The implications, the undercurrent of political, administrative and executive as well as media bias is striking. Once again, the Muslims are the target. To interpret these horrifying signals, not much of a brain is needed. However, in the India of today where the language of political discourse has fallen to abysmal levels, four notable absentees are: brain, shame, truth and justice.

Let me ask you, sir, a few questions:

VISHWAROOPAM is the latest dish-out to the masses portraying the Muslims in bad and misleading light. It has to be renamed AMERICAROOPAM actually. Several non-Muslim analysts have pointed out the bias and the intended negative vibes against the Muslims in the film. Hit and run terror

There are a group of madcap activists who would have it that the 26/11 Bombay attack was a RSS hit job and that the 9/11 attack before that was a Christian/Jewish/Hindu conspiracy perpetrated on Muslims by the American, Israeli and Indian States. I have laughed in their faces but now I wonder if I should similarly dismiss those who raise doubts about the Indian Mujahideen (IM). I say this not because I believe these activists are suddenly right but because I recall the occasion when there was a blast at Zaveri Bazaar in Bombay, similarly blamed on the IM. One of the cops then investigating the case told me, “You know we have named the IM in these blasts. But that is merely because we are under pressure from the political authorities to crack the case. Please let me know if any agency anywhere in India has infiltrated or cracked the IM? Even in Maharashtra we arrested many boys in the name of the IM. The courts threw all those cases out. That’s going to happen again with Zaveri Bazaar and we will soon be back to square one.”

Perhaps that is why there is this fantastic aura around the IM: nobody knows quite where they come from, who runs it and why police routinely make false arrests and courts throw out cases involving Muslim boys in incidents that were said to be perpetrated by the IM but so far have proved to be actually acts of saffron terror.

So I wonder if the latest bomb blast in Hyderabad seems to be going the same way in some aspects of the case. For I see no reason for Muslim individuals to react against the hanging of Afzal Guru, a remorseless terrorist who did not regret his involvement in the attack on Parliament to the end, one which would have decisively finished India as a whole. Last week’s Hyderabad blast seems as senseless as 2011’s at Zaveri Bazaar in Bombay and I wish the agencies were given a free hand to rip off some pretty masks that hide ugly faces and that take innocent lives and scar innocent souls forever.

Comparing statistics

Under Indian Prime Minister Manmohan Singh, terrorism has decreased in India and Indians have become safer.

In the eight years the Congress has governed India, terrorism has declined each year, according to data from KPS Gill’s South Asia Terrorism Portal (SATP). Deaths from terrorism have fallen from 3,259 in 2005 to 804 last year. The other aspect is that almost all of these deaths are from Maoist violence and from army operations in the northeast and Jammu and Kashmir (J&K), not violence, by what are called Islamists.

The last full year Atal Behari Vajpayee was in power, 2003, as many Indians were killed in terrorist incidents (3,702) as the total for the last three years under Manmohan Singh. How many times have you heard that said before?

This is even more remarkable when we learn that the figures under the Bharatiya Janata Party (BJP) excluded all Maoist violence because that wasn’t compiled under “terrorism” till 2004, when Singh came to power.


Now let us turn to Islamist, Hindutva and other terrorist attacks in our cities. This is the subject the media has been writing and broadcasting about since the Hyderabad attacks, a few days ago. How unsafe are our cities?

Outside of the three areas that we looked at, the total number of Indians killed in all the other states of India is already low and it is falling.

The numbers indicate that the Congress government is doing something spectacularly right, and it was actually the BJP that was soft on terror.

After the violence of 2002, in Gujarat, there began a spate of attacks against Gujaratis in Bombay. There were bombings in Zaveri Bazaar and Ghatkopar. The man investigating these, Rakesh Maria, told me then that the attacks would continue for a very long time. He worried that because there was such anger among Muslims for what was happening in Gujarat, ordinary people were taking to violence. But this violence soon stopped.

It did because there is also another side to India, the larger side, which is inclusive and secular. It cancelled out the viciousness of Gujarat, and it always will.

Blaming the Muslim

The police and the media's deep prejudice against Muslims lives on.

The bomb blasts in Hyderabad on 21 February were meant to cause maximum terror among the people of the city as they apparently had no target other than the ordinary citizens going about their daily lives. In their randomness these bomb blasts have successfully sowed insecurity and misgivings in the minds of the city’s residents.

The bomb blasts and their aftermath have only helped deepen communal divides in a city which has seen aggressive communal mobilisations and conspiracies over the past few years. As this journal had noted in earlier editorials (“Witches’ Brew in Hyderabad”, EPW, 1 December 2012; “Fifteen Minutes of Infamy”, EPW, 19 January 2013), there has been a concerted effort to reignite communal violence in Hyderabad, which has largely been free from it since L K Advani’s infamous Rath Yatra of 1990. The Rashtriya Swayamsevak Sangh’s (RSS) affiliates like the Vishwa Hindu Parishad and the Bharatiya Janata Party (BJP) have been in the forefront of stoking communal fires. Hindutva forces have been caught throwing beef into temples, attacking Muslims before Eid-ul Azha and trying to expand the illegal temple at Charminar’s base. The Majlis-e-Ittehadul Muslimeen, which had kept a relatively low profile over the past decade and more, has also adopted a shrill communal tone, as the recent speech by its leader Akbaruddin Owaisi illustrates. All these attempts to create communal divisions and spark violence have taken place in anticipation of a separate Telangana state which has kept the city and its surrounding regions in the throes of political uncertainty.

In such a context, these bombs had the potential to reopen deep communal wounds on all sides. That this has been averted is largely the result of the good sense of the average citizen and not because of any sense of responsibility on the part of either the police or the media, particularly television news. Even a fortnight later, the union home ministry or the Andhra Pradesh government have refused to go on record on who could have committed this terrible act. However, the security agencies and the police – both in Hyderabad and elsewhere – as well as the media have shown no such restraint.

Much can be said about the incompetence of the police and intelligence agencies which allow such incidents to take place. What is far worse is that most of the terror attacks remain unsolved and the perpetrators go unpunished. That, however, has never prevented our worthies in uniform from spinning a fancy yarn and lining up a veritable army of suspects and perpetrators, who invariably are Muslims. There have been reports that often the police force these “suspects” to wear the Keffiyeh or skullcap, so that their chums in the media can helpfully identify them as “Jihadi” to the country at large!

Even in this instance, within less than two hours of the blast, a “leak” from Delhi police claimed that the “Indian Mujahideen”, whose very existence is something of a mystery, has been behind these attacks with enviable details being regurgitated by breathless television anchors. Before the night was out, this “theory” – based entirely on anonymous police leaks – was now presented as “fact”, leading the president of the BJP to demand that the Indian government take punitive action against Pakistan! What was astounding was that not a single police source or, worse, a single journalist asked questions about the Mecca Masjid blasts of 2007 in this same city.

In that instance, scores of Muslim men were picked up by the police who extracted detailed confessions from them and built up an elaborate story of how “modules” from Maharashtra, Hyderabad and Bihar had worked with their handlers in Bangladesh and Karachi to carry out this explosion. As we all know, this entire “story” was a fabrication, which these criminals in uniform had concocted. The Mecca Masjid blast was, as is now prima facie proved, carried out by Hindutva terrorists of Abhinav Bharat and Sanatan Sanstha with links to the RSS. Yet, not a single journalist or security agency thought it worthwhile to mention this basic fact. Not one media-person thought it necessary to mention that close to the site of the bomb blasts, Hindutva activists had been caught throwing beef into temples. Rather, within 30 minutes of the bomb blasts taking place, when even the top police officers had not reached the site, television media was already speaking of “old city” links and “communal” politics, which as any Indian knows, are code words for “Muslim”.

It just got worse in the days which followed. The police picked up for questioning, without any legal warrant, six of the men falsely accused for the Mecca Masjid blast and who have been acquitted of all charges. The courts have said that those arrested and tortured in that instance were entirely innocent, and the fabrications of the police have been exposed. Yet, the officers involved in foisting these fake cases faced no action, far less any prosecution; in fact, they were promoted in due course and some of them could even be involved in the “investigations” of the present case.

It is the political shield for such criminal, incompetent conduct by the police provided by governments, both at the centre and in the states, which has allowed the communal targeting of Muslims by the police and the media to continue. Shedding crocodile tears, as the top Congress leadership is inclined to do, will not reduce the communal bias in the police and intelligence agencies, nor will it, perhaps more importantly, help make our cities safer. Unfortunately, the fourth estate, rather than being a check on the excesses of the powers, has become a partner in crime.

Why blame Muslim community for all bomb blasts, Katju asks media

Press Council of India Chairman Markandey Katju on Sunday lashed out at media for “demonising” the entire Muslim community whenever bomb blasts occurred, and declared that he would not allow it to do such “devilish” things.

Whenever bomb blasts occurred, television channels start showing, within an hour, that an e-mail or SMS had come either from the Indian Mujahideen, Jaish-e-Mohammed or the Harkat-ul-Jihad, claiming responsibility.

Justice Katju was addressing a symposium on “Reporting terror: how sensitive is the media?” organised by The Hindu here.

Pointing out that an SMS or e-mail could be sent by any mischievous person, he said when TV channels showed them and the print media published it the next day, the message they were sending was that all Muslims were terrorists and that “they have nothing to do except to throw bombs.”

Terming it a “totally irresponsible behaviour” which promoted communalism, he asked: “Do you have freedom to spread communalism.” He would not allow media to do “such devilish things. You will have to have responsibility in national interest.”

Freedom was not absolute and every freedom was subjected to reasonable restriction in public interest.

Unfortunately, Muslims were discriminated against in various spheres, including jobs, getting bank loans and houses on rent. “You must address these problems.”

Muslims anyways have disproportionately high representation in jails, according to a recently released report of 'Prisons Statistics - 2011' by the National Crime Bureau. 56.7% of convicts belong to Muslim community were lodged in four states alone namely Madhya Pradesh, Maharashtra, Uttar Pradesh and West Bengal. In Gujarat, for example, Muslims comprise of 10% of population, but 22% of jail inmates are Muslims. In West Bengal Muslim population is 25%, but Muslim prisoners under trials and convicts in jail are 46%, while in Uttar Pradesh it 21%.

Bengaluru blast: Innocent Muslims implicated, says NCHRO report

The National Confederation of Human Rights Organisations (NCHRO) has accused both the Karnataka and Tamil Nadu police for falsely implicating innocent Muslims in the April-17 Bengaluru blast case and has demanded that the case be handed over to the CBI, for fair and speedy investigation.

A report of the fact-finding team of NCHRO formed by Professor Ramesh and Bhavani B Mohan, group presidents for Karnataka and Tamil Nadu, respectively reveals that the cases filed against 11 Muslim suspects in connection with the blast were fobbed off and evidences were fabricated against them by the Tamil Nadu and Karnataka police.

Kichan Buhari, the prime accused in the case has narrated to the team that, he was tortured with electric shocks to several parts of his body, including his private parts to implicate Kerala’s PDF leader Abdul Nazer Madani as the kingpin behind the blast.

The report also alleges that Buhari, who has previously served 10 years in prison in connection with the 1998 Coimbatore blast case, is also being pressurised to give up his efforts to provide legal assistance to those falsely implicated in that case.

Another accused Peer Mohideen has told that he was tortured to falsely admit the involvement of one Police Fakrudeen, Banna Ismail and Bilal Malik in the blast case; however, as he had never seen these people before, he refused to comply.

“The erstwhile BJP government and the police machinery hand in glove with the Tamil Nadu police spun a banned outfit organisation’s erstwhile members, who are actively fighting for justice in the appeal before the Apex Court pertaining to the bomb blast occurred in 1998 at Coimbatore, Tamil Nadu. The police also conveniently fixed the absconding accused as Muslims in Tamil Nadu to be perpetrators of the crime. The arrested persons are totally innocents and they have been falsely implicated and incarcerated in this case by invoking the UAPA act (Draconian Terrorist Act),” alleges NCHRO.

Hindu extremists in Maharashtra and Madhya Pradesh worked closely to attack mosques and places frequented by Muslims, a probe by the National Investigation Agency (NIA) has revealed.

The agency has found deep ties between Hindu extremists of the Maharashtra module and those led by Sunil Joshi, a Rashtriya Swayamsevak Sangh pracharak who was murdered in December 2007.

The death of two right-wing extremists, Himanshu Panse and Naresh Rajkondowar, while making a bomb on April 6, 2006, in Nanded has helped the agency connect the dots.

The NIA chargesheet in the Malegaon 2006 blast reveals Panse and three other Marathi boys - who have not been identified - participated in a weapon-handling and bomb-making exercise in Bagli near Dewas in MP in early 2006.

"We also know that Panse had visited Joshi in Madhya Pradesh in 2006," said an investigator who did not want to be identified.

The Panse-led group is believed to be behind blasts in several mosques in Maharashtra: Parbhani (November, 21, 2003), Purna (August, 27, 2004) and Jalna (August 27, 2004). All these blasts took place after the Friday afternoon prayers.

In Malegaon too, on September 8, 2006, two blasts were triggered outside a mosque after the Friday afternoon prayers.

The NIA has charged four Hindu extremists - Manohar, Dhan Singh, Rajendra Chaudhry and Ramji Kalsangra - of the Joshi-led group for planting four bombs in Malegaon that killed 31 people.

Another accused, Lokesh Sharma, has been charged with making calls to media houses in Delhi to claim responsibility for the Malegaon blasts in the name of 'Dharmasena'. Sharma did not get any response from the media.

To catch one chain-snatcher, 80 Muslims held in Mumbai

In an unprecedented “combing operation” launched by Thane police in the wee hours of March 13, more than 80 Muslim males, including several minors, were detained at the Mumbra police station for over four hours, apparently to nab chain-snatchers.

But those who were detained, all residents of Rashid Compound in the Kausa area of Mumbra, alleged it was done to instigate them and stoke communal feelings. Mumbra is 30 km from Mumbai and 80 per cent of its 9 lakh people are Muslim.

“Police kept abusing us and screamed aatankwadion ko bahar nikalo (terrorists, come out). We stood there dumbfounded, unable to comprehend anything,” said Shamshad Nasir Pawaskar, one of those detained.

Angry residents have filed a complaint, based on which Thane Police Commissioner Vijay Kamble has ordered an inquiry. “The residents have complained of police excesses and highhandedness. But it is too premature to comment,” Kamble told The Indian Express.

Sameena Khan, who lives in Akbar Apartments from where 45 people were detained, said, “I was fast asleep. My husband, who is recuperating from typhoid, was discharged from hospital the same night. The police came screaming at our doors, dragged my husband out, shoved him inside the van and drove away. They did not even let him change his clothes.”

She claimed policemen were waving batons at those who resisted and used bolt-cutters to break into a few houses.

“If they were looking for just two men, why did they need seven vans,” asked Gulam Abbas Irani, 25, an IT consultant, who feels he was detained because of his last name.

“Many of us have lived here for over 20 years. But this incident was one of its kind,” said Farida Shaikh, who was alone with her three children when the police came.

“I kept telling them I am alone and that my husband is in Saudi Arabia. They did not budge. Two women constables stayed outside and men entered the house. I was in my night dress and it was humiliating to have men walk inside the house and search,” she said.

Police claimed they were looking for “two men from Balochistan” who apparently stayed in Mount View building within Rashid compound. “Most of them have criminal cases. They engage in theft and chain-snatching. Two men have been in hiding and are notorious,” said a police officer.

Children from Muslim communities were among those often made to sit at the back of classrooms or in separate rooms. They were called derogatory names, were denied leadership roles and were served food last, the report said.

The report comes as a mammoth general election is underway which is likely to vault Narendra Modi and BJP to power after a decade of Congress party rule.

Some children said they were segregated and neglected because they were considered dirty, while Muslim students said they were called "mullahs", a term for an Islamic cleric, instead of by their names.

Some shocking facts about Maharashtra's Muslims the state does not want you to know

Maharashtra's urban Muslims are poorer than even members of the scheduled castes and tribes. They tend to live in ghettos because they can't find homes anywhere else, and banks are wary of giving them loans.

These are among the findings of a report prepared by a five-member committee headed by retired bureaucrat Dr Mahmoodur Rahman, which was appointed in 2008 by the Maharashtra government to study the social, economic and educational condition of Muslims in the state. However, though the report was submitted to the state’s Congress-led government in October 2013, it has not yet officially been released or tabled in the Assembly.

Since the Maharashtra government showed no signs of releasing the Mahmoodur Rahman report, which Maharashtra’s version of the pioneering Sachar Committee report on the status of Muslims across India, community organisations filed RTI queries to find out the causes for the delay.

Last week, the Movement for Peace and Justice, a non-profit organisation, finally managed to obtain a copy of the report, seven months after applying for it. The contents reveal that Maharashtra’s 10.2 million Muslims struggle with the debilitating consequences of poverty, prejudice and discrimination on almost every aspect of their lives.

“The state of Maharashtra has witnessed the highest number of Hindu-Muslim riots post-Independence,” the report says. “Displacement and subsequent ghettoisation has been a result of communal riots. Ghettoisation has made it easier for state authorities to neglect Muslim concentration areas and not provide them with adequate services.”

The report says that one-fifth of Muslims in the state do not have a ration card, making it difficult for them to access government schemes for health, education or employment.

Here are some of the findings of the Mahmoodur Rahman report, which is based largely on data from the 2001 census.

Poverty: Maharashtra performs worse than the rest of India when it comes to urban poverty rates among Muslims. Urban Muslims in the state are also much poorer than members of scheduled castes and tribes:About 45% of Muslim households have a per capita income of less than Rs 500 a month, and only 10% of Maharashtrian Muslims own land. Only one-third of Muslim households in the state have a bank account, and just 6.8% are able to obtain credit from banks or cooperatives. According to studies commissioned by the Minorities Commission, banks tend to be reluctant about granting loans to Muslims, on the assumption that that they will not pay back their loans.

Housing: Most Muslims tend to live in ghettos because of the fear of riots and discrimination in the housing market. In urban Maharashtra, 90% of them live in Muslim areas, 8% live in mixed areas and 2% in areas that have just a few Muslim families. Banks are reluctant to give members of the minority community housing loans, because they tend to declare Muslim localities as negative areas. In fact, 58% of urban Muslims live in slums. Meanwhile, only 18.5% of rural Muslims live in pucca homes.

Education: Maharashtrian Muslims have a total literacy rate of 78.1%, which is higher than the state average of 76.9%. But the Sachar report points out that these numbers are not a true measure of a community’s educational status, because most of these literates are not able to apply their reading and writing skills in real life and slip back into illiteracy in a few years of leaving school. In addition, barely 3% of literate Muslims manage to obtain graduate degrees.

The performance of women here is even worse: only 19% of urban Muslim women, and 10.9% of rural ones, are enrolled in secondary and higher secondary school. Only 1% of rural Muslim women in the state get college degrees.

Employment: While 32.2% of Maharashtra’s Hindus are farmers, only 8.1% Muslims cultivate land, because land ownership is low among Muslims. In fact, 44.4% of rural Muslims land up working as agricultural labourers, compared with 36.1% of Hindus. Because of a severe dearth of formal employment opportunities in Muslim areas, most of them work in the informal, unorganised sector.

Muslims also have very poor representation in government and semi-government jobs. Their share in government services is just 4.4%. In 2012, there was not a single Muslim in the entire cadre of the Indian Administrative Services.

Health: One of the few positives that emerge from the report is that the fertility rate among Maharashtra Muslims has been steadily declining, even though it is above the state average.

The use of contraception has also been increasing, although Muslim women commonly report being mocked about the number of children members of the community have. While trying to access public healthcare services, Muslim women often report facing stereotypical attitudes, like being called dirty or being constantly asked to remove the veil.

Discrimination: Muslims form 10.6% of Maharashtra's population, but form 27% of its prison population. The report found that overwhelmingly, Muslims feel that Muslim youth are wrongfully targeted.

Infrastructure: On an average, in urban areas, bus stops are located at a 1.3 km distance from Muslim areas, and discussions with transport authorities revealed that they avoid planning bus routes in those areas because Muslims are considered socially problematic. In addition, frequency of buses in these areas is low.
